On Saturday, an officer had his car parked in the parking lot of the Cole YMCA, when a man drove by him at a high rate of speed before going up and over an embankment, pile of snow and the sidewalk, barely missing two young kids before speeding towards East Noble High School. The officer then chased down the car, and now Andrew Kissinger is in the noble county jail on a $3,500 dollar bond. Kissinger later tested positive for amphetamines and opiates at a local hospital.
