Why is it that if a hospital accidentally declares you dead and tries to harvest your organs... they're only slapped with a 6K fine?  And this happened in the United States.  

A hospital in New York declared a woman dead from a drug overdose and started to prep her to harvest organs.  However, she was not dead.  The hospital was fined $6,000 for the mix up.  Read story here

But if a caller says a swear word on the radio you don't catch it... or if you accidentally air a song that's not edited on the radio... you could face fines over $100,000.  Doesn't seem fair, does it?
