Audit Finds BMV Lacked Oversight, Used Ambiguous Fees

SOUTH BEND, Ind. (AP): An independent review of the Indiana Bureau of Motor Vehicles conducted after officials acknowledged overcharging motorists by more than $60 million since 2013 found it lacked oversight and used a fee and tax schedule that's complex and ambiguous.
 
The report by the accounting firm BKD LLP released Monday found the BMV lacked a centralized authority accountable for ongoing compliance with legislation and an internal audit function. It also found BMV workers operate in a reactive mode rather than proactively monitoring for problems.
 
Kent Abernathy, who took over as BMV commissioner three months ago, says internal improvements already have begun, which include the hiring of a chief of staff and a new chief information officer and the formation of a central internal audit team.
