More Details Emerge About Brooks Construction Investigation

FORT WAYNE, Ind. (WOWO): New details have emerged about the state's ongoing investigation into nearly 200 road construction projects that used bad asphalt. 

It turns out the Indiana Department of Transportation had placed two portable asphalt plant used by Brooks Construction on probation in 2011, but used the company anyway for a contract on State Road 25 that ended up crumbling three years later. INDOT Spokesman Will Wingfield says they used Brooks Construction for two reasons. “Our assertion is that the recipe they sent us initially are not the same materials used on-site.”

The other reason was they had already been awarded the contract before probation. 

The asphalt plant was taken off the 1 year probation halfway through the project, according to Brooks Construction spokesman Roger Harvey. 

INDOT says they've been in discussion with the company for the past 17 months, and have tried to resolve the issues for the last 11 months. 

State Road 25 opened for traffic in 2012.
