INDIANAPOLIS (AP) _ Advocates for domestic violence victims are outraged that an Indianapolis man accused of shooting his ex-wife 13 times outside a day care where she had dropped off her children can get out of jail if he comes up with $2,500.
But some of them say no amount of money is enough to keep a victim safe.
Victims' advocates had expected Marion County Judge Grant Hawkins to set Christopher Justice's bond at $100,000 on Thursday. Hawkins instead set Justice's bond at $25,000 based on a mathematical formula.
Some experts say the real issue is whether it's safe to let alleged attackers free at all.
They say not enough states are using tools that can help identify those with the potential to repeat violence and detain them without bond.
