INDIANAPOLIS (WOWO): A hate crimes bill will likely need to hitch a ride with another bill if it’s going to pass this session.

After 18 years, the Senate passed a hate-crimes bill for the first time, but House Speaker Brian Bosma says there probably won’t be enough time for it to receive a hearing in the House.

Bosma says he’s always been skeptical of what he calls “thoughtcrime” bills, but says he personally wouldn’t object to this version, which allows a judge to take motive into account at sentencing. He says that’s not much different from what judges can already do.

Supporters could still try to add the proposal into another sentencing bill in the session’s final days.

Indiana is one of just five states without a hate crimes law, but the bill would make Indiana’s law one of the nation’s most comprehensive, covering not only race and sex but sexual orientation and gender identity.
