Nursing Home Plan Would Limit New Construction

INDIANAPOLIS (AP): State lawmakers are close to approving a measure that would place a moratorium on the construction of new nursing homes except in certain cases. Supporters of the moratorium say it's needed to ensure Medicaid recipients continue to get satisfactory care. But opponents say it's interfering with the free market.
