Warrants Issued for Abuse, Neglect

FORT WAYNE, Ind. (WOWO): Warrants have been issued for two people connected to the neglect and abuse of a nine-year-old boy. 

According to the Journal-Gazette, the boy was locked in a room at home on Twin Creeks Drive that smelled of feces and urine. The court documents from Allen Superior Court  say the boy told teachers he was tied to a cross and beaten.  

Those documents also maintain the boy suffered frostbite or chemical burns to his hands so severe, part of his finger had to be removed. Something authorities don't believe is accidental. 

Forty-six-year-old Lee M. Rager and 34-year-old Diana J. Haley have been charged. Rager is accused of neglect of a dependent. Haley is charged with battery, criminal confinement and neglect.
