FORT WAYNE, Ind. (WOWO): The Superintendent of the Indiana State Police, Douglas G. Carter, announces the promotion of Detective Mark R. Heffelfinger to the rank of Sergeant. Sergeant Heffelfinger has been transferred from the Criminal Investigation Division to the Laboratory Division where he will serve as a Crime Scene Investigator and will cover Allen, DeKalb, Elkhart, Kosciusko, LaGrange, Noble, Steuben, and Whitley Counties.
