Former Indiana House Speaker Faces Drunken Driving Charges

INDIANAPOLIS, Ind (WOWO): Michael Phillips crashed his car into a pay booth at a downtown Indianapolis parking garage. Police say the 69-year-old had a blood-alcohol content of 0.16 percent — twice the legal limit.

He told officers he had “a couple glasses of wine” beforehand.  Phillips was Democratic House speaker from 1988 until 1994.
