South Bend Setting Rules on Sidewalk Performers

SOUTH BEND, Ind. (AP): The South Bend City Council has approved a set of regulations on those who perform in public places seeking money. Council members voted 7-0 yesterday in favor of the proposal that will limit sidewalk musicians, dancers and others to performing until 9 p.m. Monday through Thursday and 11 p.m. Friday through Sunday. Performers also must pay $20 for an annual permit and can't ask for money in an aggressive manner.
