Child Services Investigating Student’s Duct-Taped Shoes

School officials and Child Protective Services are investigating an incident in which the shoes of an 8-year-old Indianapolis girl with Down syndrome were duct-taped to her ankles. The Wayne Township School Corporation has opened an internal investigation into the incident Monday and notified the Indiana Department of Child Services.
