FORT WAYNE, Ind. (AP) – An Indianapolis police commander says an officer charged with being intoxicated at the time his patrol car crashed into two motorcycles, killing one person and injuring two others, should not have been speeding.
 
The Indianapolis Star reports that John Conley testified Friday that David Bisard was responding to a routine call and should have been going the speed limit. The 39-year-old Bisard has been charged with reckless homicide and criminal recklessness and faces several drunken driving charges.
 
Conley and Ron Hicks, then the deputy chief of operations, testified they saw no signs Bisard was intoxicated. Both said Bisard's eyes and face were red and puffy, but attributed it to an air bag deployment.
 
The trial is being held in Allen County because of extensive media coverage in Marion County.
