ROCKPORT, Ind. (AP) _ The developer of a proposed southern Indiana fertilizer plant is defending the project against the concerns of opponents who want the state to block it.
 
  John Blair of the environmental group Valley Watch says Indiana officials should block the Ohio Valley Resources LLC plant planned for the Ohio River city of Rockport because of dangers highlighted by last month’s deadly explosion at a Texas fertilizer manufacturer.
 
  However, Fairfield, Ill.-based developer Doug Wilson says the Rockport plant won’t make dry fertilizer like the Texas plant and all of its products will be liquid, non-flammable and non-explosive.
 
  Plans for the proposed $950 million project announced in December call for the plant to produce agriculture fertilizer and ammonia for use in emissions control at coal-fired power plants and factories.
