ALLEN COUNTY, Ind. (WOWO): Part of Carroll Road east of US 33 is back open to traffic after construction of two bridges was completed Wednesday. Work began in March of last year,  and the one-mile section of highway had been closed since that time. Seeding and landscaping work will be done while Carroll Road is open to traffic. According to the Allen County Highway Department, that work is anticipated to be done within the next couple of weeks, weather permitting.
