INDIANAPOLIS (AP) _ Indianapolis public safety leaders want to create a private foundation to help police officers battle alcohol abuse amid concerns about recent arrests on drinking-related charges.

The Indianapolis Star reports more than a dozen local police officers have been arrested on alcohol charges in the past three years. They include an Indiana State Police trooper whose blood-alcohol content was three times the legal limit when he was arrested for waving a weapon inside a restaurant earlier this month.

Indianapolis Public Safety Director Troy Riggs says the private foundation that he's working with the city to create would offer training and counseling services for public safety employees outside their regular chain of command.

Riggs helped launch a similar program in Louisville, Ky., while working as an assistant police chief there.
