INDIANA, (WOWO): INDOT's chief of staff is leaving his post, a day before the expected release of an inspector general's report on conflict-of-interest allegations.

Troy Woodruff, has been chief of staff for four years, overseeing several departments within the agency, and acting as a liaison with legislators, local governments, and state economic development officials. He'd previously announced his intention to leave for the private sector.

The Indianapolis Star has raised questions about INDOT land purchases along the I-69 corridor from Woodruff‘s family members. Inspector General David Thomas cleared Woodruff of wrongdoing in 2010 in connection with the sale of land Woodruff owned himself, but has been reviewing the transactions involving relatives.

INDOT spokesman Will Wingfield says he doesn't know whether a replacement has been selected. Wingfield says he doesn't know the contents of Thomas's report, but says Woodruff stepped down on his own, not at anyone's request.
