GOSHEN, Ind. (AP): A northern Indiana city council has rejected a proposal that would've allowed residents to keep chickens at their homes.
 
       The Goshen City Council voted 4-2 Tuesday night against the proposed ordinance under which residents could have kept up to six hens on their property as pets or personal use. No roosters or breeding would've been allowed.
 
       The Goshen News reports council members debated several changes to the ordinance, including whether to charge a permit fee and to set rules for disposing of unwanted chickens. But council members couldn't agree on whether it was a good idea to allow chickens inside the 30,000-person city.
 
       Several communities around the state have started allowing residents to have chickens.
