Panel Backs Ban on Gun Buy-Back Programs

INDIANAPOLIS (AP): A proposal to prohibit local governments in Indiana from holding gun buy-back programs is on its way to the state Senate. The bill would force an end to programs under which some cities pay residents to turn in weapons that are later destroyed. The bill would also allow the destruction only of guns with obliterated serial numbers. All other guns would have to be sold to a firearms dealer or through an auction.
