FORT WAYNE, Ind. (WOWO): Mayor Tom Henry will head to Indianapolis Thursday and Friday to participate in the Mayors Institute. The event is held by the Indiana Association of Cities and Towns and the Indiana University School of Public and Environmental Affairs.
