Top EPA Official Says Now is Time to Act on Climate Change

SOUTH BEND, Ind. (AP) _ The nation's top environmental regulator says the time to act on global climate change is now and everyone has a moral responsibility.
 
Environmental Protection Agency Administrator Gina McCarthy said during a news conference Friday at the University of Notre Dame that President Barack Obama did his part to try to address climate change last month by announcing unprecedented pollution controls. 
 
McCarthy says she expects the effort to result in state plans that will slash carbon emissions in the United States by as much as 32 percent below 2005 levels by 2030. 
 
Indiana Gov. Mike Pence has vowed to vigorously fight Obama's plan, calling it unacceptable because the state largely relies on electricity from coal-burning power plants. Pence says it would mean more expensive, less-reliable electricity.
