INDIANAPOLIS (AP) _ The Bureau of Motor Vehicles has begun mailing out claim forms to Indiana motorists for refunds from about $29 million in overcharges on excise taxes when vehicles were registered.

However, Irwin Levin, the Indianapolis attorney leading lawsuits against the BMV concerning the overcharges, says the BMV should simply mail out the refunds instead of making people fill out claim forms. He says the BMV knows it won't have to pay back all of the money because some people will regard the forms as junk mail or a scam or ignore them.
BMV spokesman Josh Gillespie says state statute requires a claim form for all tax refunds.
