Chaotic Education Board Raises ‘Rules’ Questions

INDIANAPOLIS (AP): The escalating fights at the State Board of Education have some wondering why the panel doesn't follow Robert's Rules of Order. The dry, technical guidebook is a staple of public meetings at all levels of government across the nation. But the State Board of Education follows an alternative set of rules agreed on between Democratic Schools Superintendent Glenda Ritz and Republican Gov. Mike Pence.
