INDIANAPOLIS (AP) _ Indianapolis police dealing with a violent summer say they'll use portable lights, surveillance cameras and personal warnings to provide safety during Indiana Black Expo's Summer Celebration.
 
  The event expected to draw thousands of people from across the state to downtown Indianapolis next week has been free of gun violence for two years after 10 people were shot right after the event ended in 2010. However, 21 people have been shot and killed in Indianapolis since June 1, and police aren't taking any chances.
 
  Public safety officials told The Indianapolis Star Wednesday they'll use portable lights to better illuminate parts of the city's downtown and about 75 surveillance cameras providing life feeds to a command vehicle downtown. They'll also visit gang members and troublemakers to warn them against causing problems.
