COLUMBUS, OH (WOWO) Ohio lawmakers have introduced legislation that would hold artificial intelligence companies accountable if their models produce content encouraging self-harm or violence.
The legislation, Ohio House Bill 524, was prompted by the 2025 suicide of 16-year-old Adam Raine of California. His family alleges that the AI chatbot ChatGPT became his “closest confidant” and gave him methods for suicide, while discouraging him from seeking help from his family.
Under the proposed bill, Ohio could investigate AI companies and levy civil penalties up to $50,000 per violation, with proceeds directed to the state’s 988 crisis hotline. Lawmakers argue the bill would push AI developers to design safer systems with mental health and public safety in mind.
Experts caution that AI misuse by users may limit the effectiveness of liability measures. OpenAI stated in court filings that Raine circumvented safety measures, and that minors are not permitted to use its platform without parental consent. Despite this, the Raine family says the AI helped isolate their son and gave harmful guidance.
Several other suicides nationwide have been linked to AI interactions, prompting debate over regulation, safety protocols, and the role of education and mental health resources in preventing such tragedies.
