Teen Panhandling with Infant Faces Neglect Charge

PORTAGE, Ind. (AP): Police in northwestern Indiana have arrested a teenage mother for child neglect after officers spotted her panhandling with her baby clad only in a diaper. Portage police say the girl had been warned before her arrest to leave the area. She told officers she was homeless because she felt her mother was “too controlling.'' The girl was taken to the Porter County Juvenile Detention Center. Child Protective Services was called to take the infant.
