School testing and Fort Wayne annexation, Karen Francisco talks with Charly Butcher

Karen Francisco, Editorial Page Editor for the Journal Gazette talks with Charly Butcher on “Fort Wayne’s Morning News” about the Sunday Perspective cover story about school testing with how and why Fort Wayne, Northwest Allen and probably Southwest Allen are refusing to participate in additional ISTEP testing. The story goes into what’s ahead for ISTEP now that the General Assembly has passed a bill to phase it out and look for a way to replace it. There is also a look at Tippecanoe County, where the three public school districts are looking to start their own school accountability system.  The new federal law that replaces No Child Left Behind gives states much more control over testing.  Also, you will find some talk about the city’s annexation proposal and how it’s likely to be a big issue in the upcoming election, both in the primary and in November.
