The Lead Off

  • The Indiana Supreme Court’s Commission on Judicial Qualifications has dismissed a complaint filed against Senior Judge Wendy Davis without further action.
  • The complaint, filed by Allen County Democratic Party Chairman Chad Wierzbinski, alleged violations of judicial ethics rules related to political activity.
  • Allen County Republican Chairman Steve Shine said the commission’s decision demonstrates that the allegations did not warrant additional review.

FORT WAYNE, IND. (WOWO) The Indiana Supreme Court’s Commission on Judicial Qualifications has dismissed a complaint filed against Senior Judge Wendy Davis, according to Allen County Republican Chairman Steve Shine. The complaint, submitted by the Allen County Democratic Party and its chairman, Chad Wierzbinski, alleged that Davis violated judicial ethics rules through political activities while serving as a Senior Judge.

Shine announced Sunday that the commission informed parties on June 11 that it had reviewed the complaint and determined it should be summarily dismissed without further action.

Complaint alleged ethics violations

The complaint was filed on April 21 by Wierzbinski on behalf of the Allen County Democratic Party. According to information released by Shine, the complaint alleged Davis engaged in partisan political activities prohibited under judicial conduct rules.

Among the allegations, Wierzbinski claimed Davis publicly endorsed or opposed candidates for public office and solicited funds for political organizations or candidates. The complaint also cited Davis’s formation of an exploratory committee in February 2026 to consider a run for public office.

According to the complaint, Davis identified herself as a Republican on paperwork submitted to the Allen County Election Board. Wierzbinski argued that doing so violated judicial conduct provisions restricting judges from publicly identifying themselves as members or candidates of political organizations.

Commission dismisses case

According to Shine, the Indiana Supreme Court’s Commission on Judicial Qualifications reviewed the complaint and determined it should be dismissed without additional proceedings.

The commission’s decision means no further action will be taken regarding the allegations outlined in the complaint.

The commission has not publicly released additional details regarding its review process or reasoning in the information provided by Shine.

Republican chairman responds

Following the commission’s decision, Shine said he believes the complaint was dismissed because the allegations lacked merit.

“The Complaint should be summarily dismissed, without further action,” Shine said, referring to the commission’s determination.

Shine also stated that he believes the dismissal indicates the allegations were reviewed and rejected at an early stage because they did not constitute ethical misconduct.

In a statement, Shine said the complaint was “a blatant attempt to smear Judge Davis’s character and reputation” and argued that rules governing Senior Judges permit the political activities at issue.

Shine further stated that the Allen County Democratic Party and Wierzbinski should apologize to Davis, the community, and the Commission on Judicial Qualifications.

Allegations centered on political activity rules

The complaint focused on judicial conduct provisions governing political involvement by judges and judicial candidates.

According to information released by Shine, the allegations included claims that Davis:

  • Publicly endorsed or opposed candidates for public office.
  • Solicited funds for political organizations or candidates.
  • Formed an exploratory committee for a potential political campaign.
  • Publicly identified herself with a political party.

Wierzbinski argued those actions violated judicial conduct rules applicable to members of the judiciary.

Shine maintained that the rules governing Senior Judges differ from those cited in the complaint and allow the activities identified by Democratic Party officials.

Next steps

With the commission dismissing the complaint and taking no further action, the matter appears closed before the Indiana Supreme Court’s Commission on Judicial Qualifications. No additional proceedings related to the complaint were announced. Any future political activity by Davis, including a potential candidacy in the 2027 municipal election cycle, would proceed separately from the dismissed ethics complaint.
