INDIANAPOLIS (AP) _ Indiana's former schools chief declined to give two Indianapolis schools taken over by the state in 2011 the same flexibility to improve their grades he later granted to a top Republican donor's charter school.
 
  The Indianapolis Public Schools' then-superintendent Eugene White accused the state education department of “discrimination'' before it took over Arlington and Howe high schools following six consecutive years of “F'' ratings.
 
  The Indianapolis Star reports White argued the schools had made sufficient gains in Grades 9-12 to earn at least a “D'' if the scores of middle school students weren't considered.
 
  But then-state Superintendent Tony Bennett denied the request.
 
  Emails obtained by The Associated Press show Bennett and his staff scrambled last fall to change the grading formula so Christel House Academy received an “A.''
