INDIANAPOLIS (AP) _ A former Indianapolis City-County councilor is pleading guilty to federal charges of using a charitable foundation to defraud an investor out of $1.7 million.
 
  U.S Attorney Joe Hogsett said Wednesday that 53-year-old Paul Bateman will plead guilty to 13 counts of money laundering and fraud. The Indianapolis Star and WRTV-TV report Bateman is among three members of the Russell Foundation accused of misappropriating funds.
 
  Partner Michael Russell pleaded guilty last week to 20 counts of wire fraud and money laundering and will serve at least 57 months in prison.
 
  Hogsett says Bateman’s sentence will be determined by how much he cooperates in the February trial of a second partner, Manuel Gonzalez.
 
  Bateman was president of the foundation and a city-county councilor for six years ending in 2011.
