Indianapolis Billboard Ordinance in Limbo

INDIANAPOLIS (AP): Concerns over market share are turning out the lights on efforts to install digital billboards in Marion County.

The city needs to change its code to allow the billboards. But Clear Channel Outdoor, Lamar Advertising and CBS Outdoor can't agree on what the new regulations should allow.

Clear Channel is the market leader and wants the regulations to preserve its share. Lamar and CBS Outdoor want the city to provide them a way to catch up.

Democratic Councilman Joe Simpson tells the Indianapolis Business Journal (http://bit.ly/1pIVxko) the companies need to work it out before the city proceeds.

Marion County zoning ordinances ban “flashing, intermittent or moving light” and “animation” on advertising signs.

City leaders say they're willing to lift the ban, but not until the companies reach agreement.
