INDIANAPOLIS (AP) _ The Indianapolis public safety director says police and other city officials are devising strategies to reduce the impact of heroin in the city.
 
  Director Troy Riggs says police have seen a steady increase in heroin-related activity across Indianapolis in the past year. He says it's becoming similar to the popularity of crack cocaine in the 1990s. 
 
  Riggs tells WIBC-FM heroin is coming into Indianapolis from Mexico and Chicago. 
 
  Riggs attributes the introduction of heroin into the city in part to Indiana's crackdown on methamphetamine and illegal access to prescription drugs. He says it's becoming the drug of choice among middle- and upper-middle class families and isn't limited to young people.
