INDIANAPOLIS (AP): Indiana Higher Education Commissioner Teresa Lubbers is kicking off the spring portion of the state's “College Success Tour.'' The tour is designed to help low-income residents find ways to attend college through scholarships and financial aid. Lubbers says roughly one third of the state's adults have education beyond the high school level.
