INDIANAPOLIS (AP) _ An education panel is recommending a new points system for assessing schools and a focus on student “growth'' as part of an overhaul of the formula at the center of Indiana's grade-changing scandal.
 
The recommended grading formula would award schools “A-F'' grades based on a new model of how students in each school perform year-to-year. The bipartisan panel of teachers, administrators and political leaders made its recommendations in a 38-page report released Thursday afternoon.
 
Former Schools Superintendent Tony Bennett resigned his job in Florida after emails show he altered the grading formula for a campaign donor's charter school. The panel's report comes as Schools Superintendent Glenda Ritz is telling local school superintendents that school grades for the 2012-2013 school year will be delivered Nov. 22.
