FORT WAYNE, Ind. (WOWO): The coroner has issued a ruling in a connected to an apparent hit and run accident Monday. Investigators have that Marcos Vinas-Herran's cause of death is a homicide. The man was found in the parking lot of Las Lomas Restaurant on Fairfield. His death is the 29th homicide of the year in the county.
