CARMEL, Ind. (AP) _ A proposal that would ban discrimination based on sexual orientation and gender identity is set to go before the full Carmel City Council after being moved forward by a committee.

The Indianapolis suburb's finance committee voted Thursday night to recommend passage by the City Council. The committee amended the proposal so that a first offense gets a warning, with additional instances calling for a fine of up to $500 each day.

Mayor Jim Brainard and City Council President Rick Sharp tell The Indianapolis Star (http://indy.st/1WAW2u3) that they think there are enough votes on the full council to pass the proposal Monday without major changes.

Brainard, Sharp and several council members have said Carmel should take action following the passage of Indiana's Religious Freedom Restoration Act. Finance committee head Luci Snyder says she's concerned about the proposal's legal wording.
