FORT WAYNE, Ind. (WOWO): A man critically one week ago in a shooting at Twin Oaks Apartments has been identified. He's 19-year-old James Starks Jr. He was rushed to the hospital with multiple gunshot wounds. Police believe he was walking outside when the suspect came outside one of the apartment buildings and opened fire. Police have not announced any suspects or arrests.
