A Winona Lake woman now faces neglect charges after she was arrested when a toddler in her care was injured.  Police in Kosciusko County arrested Karen Bartley yesterday, after a medical investigation found that her fiancé’s 2-year-old daughter had sustained a skull fracture.  Bartley faces an initial charge of neglect of a child causing serious bodily injury.  She admitted she had been playing with the child and became “overly aggressive.”
