FORT WAYNE, Ind. (WOWO): A Fort Wayne police officer is headed to South America to discuss his department's exchange program with police in Germany. Officer Michael Joyner says he was asked to appear at the three-day meeting beginning Monday in Lima, Peru, by Sister Cities International. Joyner has been heavily involved with Fort Wayne Police Department's exchange program with Gera, Germany.
